Because time is an abstract concept.
So we experienced 1am twice last night. Now how does that work if something has to be recorded? Say police reports for one. There is an incident at 1:30am... 45 minutes later there is another incident at 1:15am. How is that noted?
Good question. I'm not sure. But it makes a solid case for everything to use UTC.

I want to know how timecards worked for last night.Also, bars that close at 2 a.m. would close, then reopen, then close an hour later.
They would never actually close. The clock rolls from 1:59 to 1:00.
Got lucky on that one.
